Kelvin L. Parks
Kelvin L. Parks is Founder and Chief Executive Officer of C3PT Executive Solutions LLC. He leads the firm's executive advisory practice, directing engagements in culture transformation, operational performance, and leadership development for health care systems, government agencies, and faith-based institutions.
Mr. Parks brings more than two decades of senior operating experience to the firm. He has held Chief Executive Officer and Chief Operating Officer authority across three health care systems, with accountability for more than $1.25 billion in operating budgets, a workforce exceeding 6,000 employees, and care delivered to 140,000 patients.
His operating record treats culture as the controlling variable in enterprise performance. He has led organizations through executive transition, regulatory scrutiny, and workforce instability, applying the C3PT framework of Communication, Collaboration, Culture, Perseverance, and Trust to restore accountability and produce measurable results.
Mr. Parks served twenty years in the United States Navy and retired at the rank of Chief Petty Officer. That service remains the foundation of the servant leadership model he brings to the boardroom.
He holds OPM-certified Senior Executive Service credentials and serves as a Malcolm Baldrige National Quality Examiner. He was recognized as C-Suite CEO of the Year by the Northwest Arkansas Business Journal. He is an ordained minister, a national keynote speaker, and the author of Transitioning Towers.
